ILLINOIS STATE POLICE LED INVESTIGATION RESULTS IN HOME REPAIR FRAUD AND THEFT ARREST

ROCKFORD – Illinois State Police (ISP) Division of Criminal Investigation Zone 2 Special Agents arrested 35-year-old Corey Roser of Rockford, IL for five counts of Theft of Property over $500, but less than $10,000 (Class 3 Felony), four counts of Home Repair Fraud (Class 4 Felony), and one count of Official Misconduct (Class 3 Felony).

The Rockford Police Department (RPD) requested ISP investigate the on-duty and off-duty business practices of Roser, a Rockford police officer, for multiple alleged offenses committed in 2024 and 2025. RPD placed Roser on administrative leave at the onset of the investigation, and he remained on leave throughout the investigation.

After a thorough investigation, ISP Special Agents submitted their findings to the Winnebago County State’s Attorney’s Office, who issued a warrant for Roser’s arrest. On February 2, 2026, Roser turned himself in to the Winnebago County Sheriff’s Office.

The investigation is ongoing. ISP Zone 2 is asking any other possible victims or individuals with information pertaining to these crimes to contact ISP at 815-987-7300. ​ No additional information is available.

The charges are not evidence against the defendant, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
