ILLINOIS STATE POLICE ARRESTS WHITESIDE COUNTY MAN FOR AGGRAVATED BATTERY TO A CHILD WITH GREAT BODILY HARM

PROPHETSTOWN- Illinois State Police (ISP) Division of Criminal Investigation Zone 2 Special Agents arrested 55-year-old Earl D. Chinn Sr. of Prophetstown, IL for Aggravated Battery to a Child with Great Bodily Harm Under the age of 13 (Class X), Aggravated Domestic Battery (Class 2), Aggravated Battery of a Child (Class 3), and Domestic Battery (Class A).

A concerned citizen reached out to the Prophetstown Police Department (PPD) after observing a 12-year-old child with apparent facial injuries. PPD requested ISP conduct an investigation. During their investigation, ISP Special Agents identified Chinn Sr. as a suspect. Agents also discovered that the child had sustained a previously unreported broken arm.

On October 8, 2025, the Whiteside County State's Attorney's Office approved the charges above and a warrant was issued for the suspect’s arrest. ISP Special Agents located and arrested the suspect without incident. The suspect is currently being held at the Whiteside County Jail.

The charges are not evidence against the defendant, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
