ILLINOIS STATE POLICE ARRESTS VANDALIA WOMAN FOR UNLAWFUL POSSESSION OF FIREARMS

VANDALIA – Illinois State Police (ISP) Division of Criminal Investigation Special Agents arrested 65-year-old Donna Toberman of Vandalia, IL, adopted mother of 14-year-old Kylie M. Toberman, for four counts of Unlawful Possession of Firearm Without Requisite Firearm Identification Card.

Stemming from the death of Kylie M. Toberman, on November 14, 2025, ISP, along with Vandalia Police Department and the Child Death Investigation Task Force, executed a search warrant at Donna Toberman’s residence located in the 1100 block of W. Gallatin Street in Vandalia, IL. During the search, multiple firearms were located inside the home and law enforcement verified Donna Toberman does not possess a valid Firearm Owner’s Identification Card.

On November 20, 2025, ISP Special Agents presented their case to the Fayette County State’s Attorney’s Office, who approved four counts of Unlawful Possession of Firearm Without Requisite Firearm Identification Card. Donna Toberman was arrested and transported to the Fayette County Jail.

The charges are not evidence against the defendant, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
