ILLINOIS STATE POLICE ARRESTS ROCKFORD MAN FOLLOWING A CHILD SEXUAL ABUSE MATERIALS AND SEXUAL ASSAULT INVESTIGATION

ROCKFORD – Illinois State Police (ISP) Division of Criminal Investigation Zone 2 Special Agents arrested 19-year-old Jasper Albin-Chavez of Rockford, IL for Possession of Child Sexual Abuse Materials (Class X Felony), Dissemination of Child Sexual Abuse Materials (Class X Felony), Production of Child Sexual Abuse Materials (Class X Felony), and Criminal Sexual Assault Child (Class X Felony).
At the end of 2025, ISP Special Agents received a tip from the National Center of Missing and Exploited Children and initiated a child sexual abuse materials investigation. Special Agents identified Albin-Chavez as the suspect. On March 5, 2026, ISP Special Agents and representatives from the Illinois Attorney General’s Office executed a residential search warrant in the 1000 block of Linda Avenue and arrested Albin-Chavez. An extensive investigation revealed Albin-Chavez was disseminating, producing, and in possession of Child Sexual Abuse Materials, in addition to assaulting a child. He is being held at the Winnebago County Jail. The investigation is ongoing and additional charges may be filed.

The charges are not evidence against the defendant, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
