ILLINOIS STATE POLICE ARRESTS MOMENCE MAN FOR FAILING TO REGISTER AS SEX OFFENDER

MOMENCE – Illinois State Police (ISP) Division of Criminal Investigation Zone 1 West special agents arrested 47-year-old Carlos Luca of Momence, IL for Failure to Register as a Sex Offender (Class 3 Felony).
On June 12, 2025, ISP special agents were conducting a separate investigation and attempted to speak to Luca at his residence in Momence, IL. Luca refused to exit his residence and speak with officers. Special agents obtained a search warrant and took Luca into custody. Luca is required to register on the Child Sex Offender Registry for life due to a previous conviction for Aggravated Criminal Sex Abuse of a Victim under the Age of 16. Luca failed to register and was considered non-compliant. ISP special agents transported him to the Kankakee County Jail for processing.

The charge is not evidence against the defendant, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
