ILLINOIS STATE POLICE ARRESTS BELVIDERE MAN FOR CRIMINAL SEXUAL ASSAULT

FOR IMMEDIATE RELEASE

BELVIDERE – Illinois State Police (ISP) Division of Criminal Investigation Zone 2 arrested 52-year-old Robert E. Kozlowski of Belvidere, IL for one count of Criminal Sexual Assault (Class 1 Felony) and two counts of Criminal Sexual Abuse (Class 4 Felony).

On March 20, 2024, ISP was requested by the Belvidere Police Department (BPD) to investigate a report of a criminal sexual assault involving an off-duty BPD officer, Robert. E. Kozlowski. ​ During the investigation Kozlowski was placed on administrative leave from BPD.

On January 9, 2025, after a thorough investigation, Kozlowski was indicted by a Boone County Grand Jury on the above charges. ​ A warrant was issued for Kozlowski’s arrest and he turned himself in on January 10, 2024. ​ No further information is available.

The charges are not evidence against the defendant, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
