ILLINOIS STATE POLICE ARREST MAN FOR FATAL CRASH IN WILL COUNTY

CRETE – Illinois State Police (ISP) Troop 3 and Division of Criminal Investigation Zone 1 officers arrested 58-year-old William D Fanning of Rancho Cucamonga, CA, for two counts of Aggravated Driving Under the Influence of Drugs Involving Death (Class 2 Felony).

On April 16, 2025, ISP officers investigated a two-vehicle fatal traffic crash at the intersection of Illinois 394 and Burrville Road in Crete, IL. A truck tractor semi-trailer was traveling eastbound on Burrville Road, and a Chevrolet Malibu was traveling southbound on Illinois 394. The semi failed to yield while turning left, causing the front end of the Chevrolet to strike the semi’s trailer. ​ The Chevrolet proceeded under the trailer of the semi. The driver of the Chevrolet, 40-year-old Joshua D. Kutz of Chicago, IL was transported to an area hospital and pronounced deceased. ​ ​ ISP troopers placed Fanning under arrest. ​ Fanning reportedly consumed methamphetamine before the fatal crash.

On April 18, 2025, ISP special agents presented their case to the Will County State’s Attorney’s Office and the above-mentioned charges were filed against Fanning. Fanning is being held pending his first court appearance. There is no further information.

The charges are not evidence against the defendant, and the defendant is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
